In Wales, removing a load-bearing wall or fitting a beam needs approval under the Building Regulations 2010 as they apply in Wales. From 1 July 2026, Welsh projects also need dutyholders appointed in writing, an application-based approval and a commencement notification. The Party Wall etc. Act 1996 applies to shared walls.
Are building regulations different in Wales?
Wales uses its own version of the Building Regulations 2010, and some provisions differ from England's. The Welsh Government publishes its own Approved Document A (structure) and Approved Document B (fire safety, including dwellinghouses). Structural alterations such as removing load-bearing walls are controlled building work, so approval is needed before work starts and a completion certificate follows the final inspection.
What changed on 1 July 2026?
The Building etc. (Amendment) (No. 2) (Wales) Regulations 2025 introduced, for work started or approved from 1 July 2026:
- Dutyholder roles largely equivalent to England's, with a client, principal designer and principal contractor appointed in writing
- An option for a domestic client who considers themselves competent to take on certain client duties, by signed statement
- Application-based approval in place of the old deposit of plans system
- A commencement notification before work starts, and approval lapsing after three years if work has not started
- A compliance statement after completion
Work started or approved before 1 July 2026 stays under the old system. Councils publish guidance on the detail; we follow your council's process when we apply.
Who can approve the work in Wales?
Your council's building control service or a registered building control approver. Individual building inspectors in Wales have had to be registered since April 2024, and registers are kept by the Building Safety Regulator, separately for England and Wales.
Does steel need fire protection in Wales?
Yes, where the guidance requires it. The Welsh Approved Document B sets fire resistance for elements of structure; building control confirms the period for your property and whether board or intumescent coating is acceptable.
Does the Party Wall Act apply in Wales?
Yes. The Party Wall etc. Act 1996 extends to England and Wales. Cutting into a party wall to take a beam needs a party structure notice at least two months before that work starts. If your neighbour does not reply within 14 days they are treated as dissenting, and surveyors settle how the work is done.
